Request for Qualifications/Proposal 04/05/2016
Chambers County EMA (Emergency Management Agency), acting on behalf of the Jurisdiction through the Chambers County Commission as its designated Representative, is seeking professional services for the purpose of updating the Chambers County Hazard Mitigation Plan.
The primary source of funding for this update is through the Hazard Mitigation Grant Program(HMGP); CFDA #97.039 - PDM-2015-004
Professional Services provided shall comply with the FEMA Hazard Mitigation Grant Program (HMGP) as authorized by section 404 of the Stafford Act, Title 42, U.S.C. 5170c and the Local Hazard Mitigation Plan requirements contained in 44 CFR 201, with a submission for approval no later than the close of the FY-16 budget year (October 22, 2016).
All phases and documentation must be entered through the egrants system website. Specifically, quarterly performance reports, draw downs, requests for reimbursement, etc.
It is anticipated that the Alabama EMA and FEMA review process may result in modifications and/or changes to the product produced by professional services vendor. Completion of the project is marked by FEMA approval and adoption by at least one local government.
The vendor is expected to provide one hard copy of the final approved plan for each jurisdiction, one for Chambers County EMA, one for the Chambers County Public Library and a minimum of fifteen (15) copies of the plan on CD.
